Sheffield Wednesday Faces Serious Challenges, Says Football Regulator

'We will play a key role in football's future' - football oversight chief David Kogan

The Championship club's ongoing struggles represent a a "significant problem" and the football regulator is aiming to acquire authority to investigate clubs in similar circumstances, the recently named head David Kogan has stated.

During an extensive discussion, the regulator, who was named to the position this week, expressed "sympathy" towards the club's followers.

The regulator engaged with four fan organizations associated with the football team in recent days.

The Championship side have been facing challenges both on and off the pitch in 2025, with the club delaying salary disbursements on five separate occasions, including in last month.

"Obviously the club has become a major concern for the league and a substantial concern for English football," Kogan told.

"Wednesday stands as one of the iconic names for English football and in recent days we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will enable us to take the club and similar situations referred to us if they require examination and acted upon."

Economic Challenges and Ownership Situation

The club's controversial proprietor Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with prospective buyers.

Delayed salary payments on time in March and May resulted in restrictions being imposed by the football authorities in June, preventing the club from carrying out any player acquisitions for the subsequent signing windows, although the ban was rescinded in August.

Official's Viewpoint

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a regional establishment that has represented their community in numerous instances.

"I fully appreciate the team's plight, as I do for each organization that over recent decades have faced collapse, or been close to going to the wall, for factors unrelated to the supporters."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are considered unfit, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we gather the evidence and comprehend the circumstances, we will."

But the regulator clarified that forcing owners to sell clubs would be considered the final option and the oversight body would choose to collaborate with owners.

"The last thing what we want to do is begin intervening in an particular organization, an particular chairman, without being able to work with that proprietor to address the problems affecting the organization and the owner's facing," the chairman stated.

"However, realistically, when you look back over the history of the game, over the past few decades there have been particular chairmen, not many, but some who have been irresponsible in the way which they've been managing their clubs and ultimately refuse to accept accountability for the long-term prospects."

'Mistakes could erase significant advances'

The regulator engaged representatives from 110 clubs to lay out the remit of the oversight body this week and maintained it represented a "forward-thinking discussion" with a "high level of engagement" from the grassroots to elite level.

"This position carries substantial significance, because if errors are made, if the football community fails, the remarkable development accomplished necessary will vanish swiftly," Kogan said.

"This represents everyone's worst fear in the realm of domestic football is a substantial accomplishment - we must maintain momentum.

"Considerable investment flowing into the game and has come into football for the recent generations, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to maintain a focused outlook on risk and of course, of the coming seasons."

Top Flight Apprehensions

The Premier League opposed the creation of a regulator because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I completely endorse the prosperity and expansion as an commercial operation of the elite league.

"As someone who appreciates the concern of undermining the Premier League as a premium product of England. But at the same time, if you talk to the Premier League after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been advising us privately they have a significant confidence."

Ideological Links

The regulator remains subject to a "thorough examination" by the official appointments authority after he disclosed making donations to the Labour Party in recent years.

The official provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I've been completely open about my previous political affiliation [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any sort of politics."
